The Uses and Gratifications Theory is the correct answer because it specifically focuses on the reasons why individuals actively seek out particular media to satisfy their needs. This theory posits that audiences use media for various purposes such as information, personal identity, integration and social interaction, and entertainment. It emphasizes the active role of the consumer in media selection, suggesting that people are not passive recipients but rather purposeful in their media consumption, based on their desires and needs at any given time.

In contrast, the Framing Theory examines how information is presented and the impact of different frames on perception, rather than the reasons individuals choose specific media. The Social Learning Theory centers on how people learn behaviors and norms through observation in the media rather than on media selection processes. The Spiral of Silence Theory deals with the phenomenon of individuals withholding their opinions due to fear of social isolation, which doesn’t directly relate to the motivations behind seeking out media consumption. Therefore, the Uses and Gratifications Theory is the most appropriate framework for understanding why people are selective in their media engagement.
